Chen Zhen, PhD, a research economist in the Food and Nutrition Policy Research program at RTI International, can comment on the efficiency of taxing sugary beverages.

Dr. Zhen specializes in food demand and price analysis, applied microeconometrics, and the economics of obesity and nutrition. He recently authored a study that found taxing sugar-sweetened beverages by calorie may be more efficient in improving public health than an ounce-based tax.
