Unintended consequences of the Medicaid aspect of the Affordable Care Act, also known as ObamaCare, are analyzed by two top Texas A&M University economics professors in a Private Enterprise Research Center (PERC) policy paper titled “The Carrot and the Stick of Medicaid Expansion.” Prof. Thomas R. Saving, PERC director and a former public trustee for the Medicare Trust Fund (appointed by President Bill Clinton), and Andrew J. Rettenmaier, executive associate director of PERC, call attention to needed fundamental reforms, including one that would seemingly provide incentives for newly eligible members and families to move from states that do not expand coverage to states that do.
