Newswise — ALEXANDRIA, VA—The American Medical Group Association announced today that Chester A. “Chet” Speed, J.D., LL.M., has joined AMGA as its new Vice President of Public Policy. Mr. Speed will lead AMGA’s government affairs activities with Congress, the White House, and executive agencies on behalf of its members.
Speed previously served in this position at AMGA from 2003 to 2011. During the interim, he served as Executive Director, Federal Government Relations for the Cleveland Clinic, where he represented the organization in Washington, D.C.

Mr. Speed has extensive, progressive experience as an attorney and lobbyist in the healthcare field. Prior to coming to AMGA in 2003, he was a Senior Counsel to the U.S. DHHS Office of Counsel to the Inspector General in Washington, D.C., where he negotiated Corporate Integrity Agreements with health care providers, participated in the global settlements of federal False Claims Act cases as well as federal investigations of health care fraud, and litigated Medicare exclusion appeals and EMTALA cases. Previously, he was a Health Care Associate with Jenkens & Gilchrist, P.C., where he counseled hospitals, nursing facilities, physicians groups, and other entities on compliance with federal and state health care statutes and regulations, as well as interpreted Medicare and Medicaid program reimbursement and coverage rules. Prior to working for Jenkens & Gilchrist, Mr. Speed spent over four years with Frost, Brown & Todd, PLLC, in Louisville, Kentucky, as a Health Care Associate, where he counseled health care provider clients responding to civil and criminal investigations. In addition, Mr. Speed served as a Government Affairs Representative for the American Society of Internal Medicine (now known as the American College of Physicians), and as a Government Affairs Associate for the Society of Neuroscience. Mr. Speed worked on Capitol Hill as Legislative Assistant to Congressmen Frank McCloskey, Thomas A. Luken, and Robert T. Matsui.
Mr. Speed holds a Masters of Laws from University of Houston Law Center, Health Law and Policy Institute, a Juris Doctor from Catholic University School of Law, and a Bachelor of Arts in history from Colgate University.
