Campbell helped negotiate the U.S.-Russia Science and Technology Agreement, in 1993. Now up for renewal, she says it should be allowed to lapse. Scientists are most effective when they can work directly with their counterparts rather than through cooperation that is driven by high-level government initiatives.
In Science, she outlines the two conditions necessary for a bottom-up investigator-initiated approach to U.S-Russian science collaboration, and also notes the importance of cooperation with Ukraine.
