Newswise — IUPUI’s Community Learning Network is the recipient of a $2.5 million federal grant that will create three full service community schools in the Martindale-Brightwood area.
Working with Indianapolis Public Schools (IPS) and community partners, IUPUI will help transform James Russell Lowell School 51, Frances W. Parker School 56 and Joyce Kilmer School 69 into learning environments that meet the academic, social and health needs of more than 700 students.
The federally funded Full Service Community Schools (FSCS) initiative will be announced by Chancellor Charles R. Bantz and Superintendent Eugene G. White during a short ceremony at 1:30 p.m. today (Friday, Nov. 5, 2010) at James Russell Lowell #51, 3426 Roosevelt Ave.
The Martindale-Brightwood community is a low-income area located in Indiana’s 7th District. Congressman Andre Carson says, “The best way to impact the lives of our children is to go beyond the classroom and take a community approach. This funding does just that – providing essential services for our children to be healthier and successful. It will go a long way toward strengthening the Martindale Brightwood neighborhood.”
The federal grant will benefit the entire Martindale-Brightwood community of more than 8,000 residents. In addition to after-school activities and other services for youth at the three schools, grant monies will support workforce development and literacy programs for parents. Superintendent White says, “This is a tremendous opportunity to make a huge impact, not just in the lives of our children, but on the well-being of an entire community.”
Many community organizations and agencies will expand the outreach of their collaborations with this grant, providing much-needed services to Martindale-Brightwood students and families. Chancellor Bantz says, “IUPUI has a steady partnership with IPS and longstanding commitment to the full service community schools movement. This grant will allow us to significantly advance a proven strategy for children’s success in school.”
Partners include 100 Black Men; Brightwood Public Library; Boy Scouts of America Indianapolis; Child Care Answers Play and Learn; Choices; Edna Martin Christian Center; Felege Hiywot Garden Center; Gleaners Food Bank; HealthNet; Indy Parks; IU Schools of Education, Nursing and Social Work; Indiana Partnerships Center; Ivy Tech Community College; Learning Well; Martindale-Brightwood Community Development Corporation; and Rebuilding the Wall.

About Community Learning NetworkCommunity Learning Network (CLN) is a division of IUPUI and operates the largest continuing education program in Indiana with three IUPUI off-campus Learning Centers.
Each year CLN provides more than 800 continuing education classes and serves more than 9,000 learners in central Indiana. CLN credit programs bring IUPUI college courses to neighborhoods and businesses in the evenings and on the weekend.

COMPREHENSIVE PARTNERSHIP - Indiana University Purdue University’s Community Learning Network is partnering with Indianapolis Public Schools (IPS) to implement the Full Service Community Schools (FSCS) initiative at three schools located in the Martindale-Brightwood community of Indianapolis, Indiana.
COMPREHENSIVE PLAN - The comprehensive plan was developed in alignment with the Coalition for Community Schools’ logic model framework and in partnership with the IPS Community Advisory Councils and FSCS Community Partners. Students will be supported and equipped to thrive in academic achievement through a continuum of services. These initiatives will help transform James Russell Lowell School 51, Frances W. Parker School 56 and Joyce Kilmer School 69 into learning environments that meet the academic, social and health needs of more than 8,000 residents including students and their families.
COMPREHENSIVE SERVICES - The Martindale-Brightwood Alliance for Success Educational Grant will allow FSCS partners to provide on-site health services and social service programs that promote parent literacy and family stability. These services include:
1. Increased remedial educational opportunities and academic assistance2. expanded youth development activities, including mentoring, character development and service learning3.Adult education opportunities, including ESL and workforce development4.Parent engag4ment and parent literacy programs5.Easier access to on-site mental health counseling services6.Access to on-site primary health services7.Nutritional Services8.Social service programs that promote family financial stability
TARGET POPULATION - This full service/full community model students, parents and families with children in the Martindale-Brightwood community. The census data for the group is 8,204.
MARTINDALE-BRIGHTWOOD FULL SERVICE COMMUNITY SCHOOLS - In year 1-5, the Martindale-Brightwood students that attend IPS Schools #51, #56 and #69 and their families will be the targeted population for services. School #51 is a Title 1 elementary school with grades K-6 and 92% eligible for Free/Reduced Lunch. School #56 is a Title 1 “Magnet” Montessori-Learning school with grades Pre-K thru 8 and 82% eligible for Free/Reduced Lunch. School #69 is a Title 1 elementary school with grades K-6 and 93% eligible for Free/Reduced Lunch.
