Despite Secretary of State Colin Powell's argument for U.N. Security Council action against Iraq, some council members still favor continued weapons inspections.

"The disagreement between the Bush administration and the Security Council prevents any sort of unified front against Saddam Hussein," says UAB political scientist Kevin Freeman, Ph.D., "and as such, there's no true pressure for him to change his policies, at least in the short run. Saddam is a good propagandist. He knows that if the United States takes military action against him unilaterally, it would give the rest of the world the impression that the United States neither needs nor requires the permission of others to act, which could have negative, long-term implications with traditional American allies."
